"according to the 'Software License Policy' [1]  there are "acceptable BSD-Like
Licenses"  and "[d]eviations or the use of any other license must be approved
by the FreeBSD Core Team".

Is there a public list of license deviations the FreeBSD core team has approved
in the past and the code that is covered by them?

Assuming it's not, it would be great if such a list could be published.

Additionally it would be great if the "Software License Policy" could be
amended to require that the licenses are installed together with the
binaries that are covered by them and end up in the same dist files.
This could avoid a lot of unintentional license violations."
